The only good use of state owned medicine is to persecute and kill government critics. For example, several very fit and healthy neo-Nazi leaders died during a visit to the state hospital for some made up reason. Same way Russian government uses psychiatry to commit and then overdose the state enemies. That is beside using medicine to eliminate competitors for inheritance or just to quickly kill your older parents. The more power government gets, the worse and the more corrupt is the service. Since government and its beneficiaries have totally opposite goals to what taxpayers have.
America too does it today, but sneakily and only against very high profile people like Jeffrey Epstein, while Russia uses heavy artillery openly against everyone in the most braindead way possible. Still American elites are quickly degrading in quality, so expect medicine being abused.
