You already have that in almost any Western "liberal" democracy today. In many, you cannot say something that the state deems "offending," otherwise you could end up in jail and/or fined (laws against hate speech, for example). In Germany, an 88 year old woman was sentenced for "Holocaust denial," (https://dis.tinychan.org/read/lounge/1508287092 ) and in the UK, people have been charged for saying something the state deemed offensive on Twitter.
