This meme is too US-centric, i don't own a basement. I live in multi-story block in an apartment where basement is shared/technical space located under the building, there are some stuff stored there, various technical equipment and paint/pipes/etc only maintenance visit it, regular people have garages where they dump stuff that they can't store in an apartment.
There is no heating there or anything, its barely suitable for rats. The idea of basement in a single-story suburban home exist here in principle, but such homes are expensive and people living there don't need to live in basements - they're used as storage space(e.g. for cold food storage).
