1. Transportation costs.
2. Pollution(electric rail).
3. Public Transport.
4. Road safety, by reducing load on highways.
5. Isolation of poor/rural communities.

you need to move the train to the uphill, negating any potential savings. IN fact most train tracks avoid elevation and stay flat on most of terrain(tunnels, bridges). Only a few train tracks in the world go really uphill.
