I tried earplugs to reduce road noise a few years ago, they start becoming uncomfortable after a minute and i can't handle them. I resorted to stuffinf toilet paper(small crumpled parts).
When there is loud music, it doesn't help anyway because the low-freq noise can't be blocked.
(I am with a sensitive hearing, i can hear whispers from 10m crystal clear and every car on the road without seeing them.)

I have the same issue. There is some asshole outside my apartment several mornings (5am!!) a week with a very loud leaf blower, presumably blowing rubbish off the street. Also there are delivery trucks that stop outside my window at 5.30am and leave the engine chugging for like 15 minutes while they deliver milk and have gay chats. Ear plugs can't block out that kind of whining hum and vibrating chugging, but it reduces it somewhat which is better than nothing. But I've taken to getting up at 5am and just going to bed earlier since it is so obnoxious. Of course, there is also an alternative bar across the street from my apartment and they regularly have noise music shows blasting until midnight. So it is tricky.
