"The WHO is being lead by a man whose entire political career and identity, beyond the UN, is anchored in a party and a movement that wholeheartedly endorses the Communist Party of China's worldview. In practice and in theory.
The WHO-head is an Ethiopian (Tigrayan) who is from the same party/political group as the late semi-dictator Meles Zenawi (TPLF). I know very very little about contemporary Ethiopian politics, but I can tell you that Zenawi and his group who have been in power since they ousted Mengistu (the guy who ruled for most of the post-imperial gommie period) 1989 unironically love China and the CPC.
This goes far beyond the economic relationship that most African countries have with China, which is based on simple gibs for diplomatic support and natural resources. The current government made of former anti-Mengistu rebel groups, lead by the Tigrayan TPLF faction, altough being Marxist in theory like their opponent were not aligned with Moscow, which was supporting the government.
After coming to power, they've pursued an authoritarian and developmentalist model, without however renouncing the facade of Communist theory. This position, although partly dictated by chance makes them ideologically very close to what the CPC has been post-Deng. On top this there is also another macrohistorical element.
Both the CPC and the TPLF-lead post-Mengistu Ethiopian government are dominated by ethnicities (Han, Habeshas) that have a long literate history and civilizational identity, with of course the Chinese in this case being on bigger order of magnitude. Like its "big brother" TPLF-Ethiopia is also buttressing its political legitimacy with an idea of national rejuvenation and that of a proud, historic nation restoring its entitled position.
A case in point being for example the $4 Bil. Grand Ethiopian Renaissance Dam. The biggest single public investment in the country's history. The funding has come exclusively from the government itself, public bonds (approx. 3/4) and Chinese banks (approx 1/4). The implicit message being to insulate the project from from any Western/Arab interference and influence, and to underline Ethiopia's history of independence from these powers that have shaped the region and the continent around it.
The Chinese, being a non-western, non-muslim power thus have value to the Ethiopian leadership beyond simple economic interests.
So TL:DR; The current head of the WHO is probably the next best option for the Chinese leadership, besides a card-carrying Han Chinese CPC-member."
