I am going to sum up the article I linked at the bottom very briefly.

So we got today a possible case in Cologne (Germany). A guy came last Friday out of the Italian region where the lockdown is now in place. He has flue like symptoms, but they didn't bring him to a hospital because the officials do not have a go for that from the RKI (Rober-Koch-Institut like CDC in usa). And that is because the region in Italy isn't declared a risk region yet. But actually it was declared by the RKI on sunday. So why did they not bring him in the hospital? The local officials didn't got the message ... , because you can't find the information on RKI's site. You have to click through to another website to get that information. They did not even took a blood sample of him.

You can't make this stuff up.

While I am writing this text they updated the article and the city has him now in a hospital quarantined and are currently testing.
