it should focus on cybernetics, control systems, synthesizing observed behaviour from known physical structures
none of that "testing/questionary" stuff, which mostly illuminates only prejudices of language/culture

When the USA was a free country, tyranny was limited because the US could take the moral high ground and stand up for freedom.
