Why are there so many Russian hackers?

Every time some website gets hacked in the news, more often than not, it's Russians who are behind it.

Really, I thought it was Romanians in most cases.

I rarely see any Romanian hackers being talked about. And though there are plenty of Chinese hackers, they're dwarfed by the # of Russians which is odd, considering Russia has like 10% the population of China.
