Implementinc Variadic Functions Efficiently

How does Scheme implements the (lambda arglist arglist) construct? As I understand the continuation argument should be passed in register, so that it wont clutter the arglist, if user requests it? Then again, how does Scheme produce cons-list, when stack contains simple array?
