Why is it that we don't see any groundbreaking development on the field of A.I., but people continue saying we should be scared and whatnot? And it's not the usual crackpots, it's actually people who supposedly know better. I'm confused.

That is actually one of preconditions for an AI disaster. Single centralized passport authority means single point of failure. If the passport processing system gets compromised, a lot more people will be in trouble. Same for money currency. Single money = single point of failure.
