Random spam websites

Every now and then, when I search for something on Google, I find websites that are just random words and phrases put together. Completely nonsensical, just a bunch of topics. I usually never click on them because I'm worried about malware or JS crypto miners, but there are tons of sites that fit this category. I think they're just trying to get clicks from google search results. Maybe the logic behind it is that they think people will go to their site because they'll be in search engine query results for many different topics. Sometimes they seem related, sometimes they seem completely random. Without even going to the website, the blurb portion of the google result shows all you need to know -- a bunch of random words.

But how do they get all the search terms? I doubt that anyone does it manually. Do they run web crawlers that save body content from other sites? The thing is though, it didn't really seem like they were copying and pasting entire articles or sentences. A lot of it seemed like Markov chains or google search terms. Is there some sort of Google API that lets you see what people search for? I'd like to know how they get their data to determine what is good for SEO or whatever.
