how to program a smartphone?

Where do I even start if I wanted to make a small game for my phone? Is there a program like RPGMaker for Android?

if you want to make your're are game , nikita, get a game engine which works on a target device. Unity and Godot are popular choices for compiling on mobile. I'm not sure if genre-specific engines like RPG Maker can export to mobile though, you must do some research on that.
