Ever wonder why default SMS manager on Android phones doesn't allow you to block SMS messages without a sender field? Because google is being paid by wireless providers to not introduce that feature, so providers can use it to freely spam their clients.
All the spam you get through SMS, including these taxi spams, is solely due to providers profiting from it. Providers don't admit it, but they can easily block it.
I know it since I worked at spam sender company, and they had special agreement with providers. So provider gets money with every spam SMS delivered to you, and everyone in the industry supports it, including Google - the biggest spammer.
