Vector animation file formats?

Is swf the only one? If so, how difficult is it to implement? (assuming that I ignore any interactive crap)

There was a really good thread we discussed it talking about video encoders, can't seem to find it, but this should be the target goal:

That's on my backburner, since don't have time develop or extend EVA accounting all the new monitors today & video standards, but it has to be bytecode.
