Vector animation file formats?

Is swf the only one? If so, how difficult is it to implement? (assuming that I ignore any interactive crap)

Pretty easy. SWF was designed to run acceptably well on a mid-90s CPU and load over a dialup connection, so there's basically no bloat. No retarded text format to parse, and every bit is meaningful.
