where are their parents? are they stopping programming languages classes?

Consider people being born in different star systems. It would require a star system id for disambiguation, since each star system has slightly different time and their UID generators can't be synced perfectly.

So yeah, UIDs should be just randomly generate, and when two people happen to have the same UI, they get disambiguate by some algorithm. Random generator is the least racist approach to default identification.
