Terrorists are bad. They plan things in secret and kill people, sabotage the internet, and steal peoples money via some shaky claim to authority.
If a terrorist says one thing and does another, that's not so bad for a terrorist... they could do worse than lie..
Words alone cannot amount to terrorism, though words can tell of routine terrorist acts, like mass surveillance.

In theory, having a government should be a good thing..
They should be quite happy to tell us everything they do, and everything they do should easily stand up to public scrutiny, because the public en masse should've been well involved and informed long before it got halfway to the beginning of being implemented..

-Questionable

According to the principle of right intention, the aim of war must not be to pursue narrowly defined national interests, but rather to re-establish a just peace.
-Multi-national interests

According to this principle, there must be good grounds for believing that aims of the just war are achievable.
-Barely addresses the symptoms

The principle of last resort stipulates that all non-violent options must first be exhausted before the use of force can be justified.
-Refusal to negotiate
