As for "fairness" and "development of humanity", these are vague and hardly measurable quantities. Is it fair for one race to invade another race's space and drive it to extinction? Yet that is precisely what immigration does, with one of the races being on the brink of disappearance. Being fair on an individual level means being unfair on the racial level, and vice versa. As for "development of humanity", individuals of all races can happily help humanity while staying in their racial homelands. Giving every individual a chance does not mean giving every individual a chance to immigrate to another country and mix blood with natives.
