The only reason any society needs a constant flow of new young people is not to maintain civilization, but the Ponzi scheme that is the welfare state - mainly socialized pension funds - a program that fails inevitably because it always requires more people paying into the system than there people taking money out of it. A shrinking population wouldn't be a bad thing for the economy if we didn't have a government that swindles us and makes us pay for it by importing foreign hostile populations. We're losing a lot of jobs to automation anyway - we don't need a bigger work force than previous generations. Further, the people predicting a doomsday scenario coming from aging populations don't take into account that people are living longer and thus working longer.
Mass immigration has nothing to do with preserving civilization, because most of the immigrants are from highly dysfunctional cultures that will never integrate into the West. Not to mention that a lot of them will never be future tax payers because they just flat out refuse to work and live on the very welfare state for whose very sake they were let in.
