If the quote symbol is used in a context where it is not preceded by a reply label, it is assumed to be quoting the first post (starting at post 1, and continuing to the post immediately preceding the post containing the quote symbol) that contains a match for the quoted text. If no match is found in any of the posts in the range 1...n-1, then it may be assumed that the quotation is syntactically invalid, and it is acceptable to ask the creator of the post containing the quote symbol who, precisely, they are quoting.
