when I was a youngster I was big into dumpster diving computer parts out of necessity. I use to get a shit load of old computers after an office building upgraded and I made counter strike servers out of them. I also made a wall of CRTs (one or two monitors per pc) and made flash animations that would synchronize and play across all of them.

I specifically remember getting someone's desktop computer and going though all their pictures, documents, web history and shit like that. The computer belonged to an attractive woman a little older than me and I was able to piece together a narrative of her life over the span of a few years. I fell in love with her, it was pretty /cyber/

No, not really. No one cares about dead niggers. This is caused by tort laws, as most stupid restrictions like this are. For decades, a quick way to riches for scumbags has been to slip on a wet floor with no warning signs and then sue for millions. Businesses have to have liability insurance laws, who are the ones who end up having to pay out for crap like this. Even if they win the case, it will cost a metric dickload of gold to hire Jewish lawyers to fight the ambulance chasers. So the insurance company's inspectors make the company sign a contract forcing them to put up signs, lock doors, etc before insuring them. They are afraid that someone would try to get in the dumpster, then fall and sprain their ankle. If they break the lock on the dumpster, then that's part of a crime (most dumpsters are on public property, so it isn't trespassing), and they have a much better change of getting it dismissed before trial.
