1: Few people would get on a tiny, shitty little boat for three or four months at a time just to defraud the government.
2: Most immigrants were from Europe.
3: Civil rights weren't really a thing, and Asians were denied in California regardless, and Texas was still allowed to kill Mexicans, and LOL, Indians.
4: Jim Crow laws still kept them from voting and doing all the other fun stuff. All it was intended to do at the time was allow them to own land.
