It's much better to actually fix a problem, than to pretend it does not exist.

If blacks have a much higher chance to shoot a cop or run away, then it's only logical that a cop will try to handcuff blacks ASAP and search them. So yes, shooting brutality is the only thing that counts here. If blacks don't want to be searched or pushed or handcuffed as much, then they should stop committing crimes so much, and work on their image.
