It indicates that they can take down any site, except one "protected" by cloudfare. That is literally exactly the same as a sniper claiming to be able to snipe anybody while wearing a sniper-proof helmet. If he could really snipe anybody, which obviously includes anybody wearing a sniper-proof helmet, then he wouldn't bother wearing the helmet because he'd know it won't help. The rest of your analogies were laughably superfluous and I am not even going to bother addressing them beyond that.

You're assuming that all hackers, and all snipers, are of equal skill (or at least, that everyone in a field assumes that everyone else in the field has equal skill as they themselves do). That's not the case though - if someone thinks they're good at something, they tend to think they're better than most in their field. So a sniper who is good enough to snipe people wearing sniper-proof helmets, would still wear such a helmet in the belief that most of the snipers out there aren't good enough to snipe someone wearing a sniper-proof helmet.
