The most common theory is that it's because shimakaze is flat and wears very slutty clothes, made her a very popular choice for cosplay at cons. Even men can sometimes pull it off, so that made her prime trap material, and all the men that cosplay at her increased the amount of doujins people make of shimakaze as a trap

Even in the west, tranny weeaboos cosplay as her because it's not hard to pull off and because of said doujins. Canon-wise there's nothing to support it (except the flat-chest), but that's pretty much the most common theory on it that you can find online if you search

Why is every anime girl I'm attracted to a trap?

It's getting to the point where I'm starting to suspect I might be gay.
