Honestly, PlayStation 3 was the last video game console that made sense from technical standpoint, as it was designed specifically for the task (it had it's own set of other problems of course, like the requirement to pay extortion money for playing online, but that's not the case here). XBoner 360 already was a slightly modified and repackaged PC, PissStation 4 joined that bullshit. Wii U was a PowerPC SBC but it didn't impact the market anyway, meanwhile Swatch is a more powerful ARM development board - while the cartridges are neat, there are many reasons it sucks.
There's no point in buying video game consoles any more, just get a decent-enough PC, pirate Window$ and dual-boot it with NetBSD. The right choice of components might even allow you to postpone buying some of the components - for example, a motherboard with integrated graphics unit or a processor with such module on-die allows you to buy the graphics card later. Similar with operational memory - there is usually more than one slot on the motherboard, so you can just buy an additional module later to expand the overall capacity. There are more tips like this, tons of articles about it around the Internet. This isn't rocket science, anybody literate can learn this! The same goes with configuring Window$ and installing software on it - remember, this operating environment has been designed with apes in mind, not humans. So unless you are below an ape in terms of mental capabilities, you can do this! Another hint: make sure that the power supply is 80 Plus certified.
NetBSD is there in case you want to actually learn something worthwhile and make the computer perform some work for you - just as computers were originally intended. There are also some good games already ported to it.
Stay away however from all the "gayming" gear, because in this case you overpay for nothing in return. The same goes with flashy kitsch, "RGB" and other light sources packed into the case for whatever reason. Water cooling is not bad when done properly, namely when the radiator is located outside of the case. I have seen many builds, in which the radiators were placed inside - as a result, all the heat still crowded in the case, so it improved literally nothing, only introduced the risk of leakage.
