Evil-mode has a normal mode and an insert mode, but in buffers where evil-mode is not enabled, Emacs works in its usual non-modal way. Also, evil-mode is probably the most complete Vim emulation ever to exist, but it's still missing a lot, because Vim's command set is just that big.
