By it's anonymous nature, this service would alleviate many problems that exist within the surveillance-net. I assume your talking about a whole integrated project host that people can just sign up and use. Why not just install the sourceforge software (or whatever code hosting shitware is open) on a hidden server for the frontend and use git or mercurial as the vcs?
