should X when Y
Y

should X when Y
it is Y when Z
Z

in these X is imperative, Y and Z are declarative

then all of prolog

and:
it is Y when Z and W
or:
it is Y when Z
it is Y when W

note that this when allows that the states change
I dunno, the cool thing would be that you didn't have to worry about the order of things

This sort of exists in the form of join-calculus: https://en.wikipedia.org/wiki/Join_calculus

Your imparatives are the same, the declaratives are more incidental since they are transient.

I would recommend the JoCaml extension of OCaml, but it might be too unfamiliar. There are C#, F# and Java extensions as well, and libraries for other languages.
