Transposition and Hashing are independent, so it shouldn't be impossible =)

3,1,2 transpose key A -> 3,1,2 state 1a
3,2,1 hash key A -> 1,3,2 state 2a (output A)

2,3,1 t.k. B on output -> 3,2,1 state 3b
1,3,2 h.k. B -> 2,3,1 state 4b ...doesn't commute though

I think I figured out a way.

player 1 makes choice C and generates random symmetric key K. Encrypt C with K and post C.

player 2 does the same.

Both players post their keys. They decrypt the other's move and observe the win/loss/draw.
