PHP is probably worse as a language (I haven't used ASP.NET but I can't imagine it's worse than PHP), but ASP.NET requires a Windows server. So PHP.

Python and Django. PHP is as bad as Visual Basic and generally something you only use if you're forced to.

It's also getting ported to Linux or some shit can't recall, don't care that much.

Some parts of .NET were being open-sourced, but you could have always ran it in mono if you used Linux anyway.
Also I don't know why requiring a different system for a server affects a language's quality. Things like cost shouldn't affect it that much either.
