Banning login credentials should be more than enough. Janitors can easily be vetted by allowing candidates to post pseudonymously while logged in, with their usernames made visible to the admins alone. I'd be surprised if some form of this wasn't already in use.

Demanding real names means the admins want to be able to pursue legal action against volunteers. This might be considered necessary for admins because maintaining ownership of the servers is very difficult to do without disclosing identities, but I can think of no good reason to ask the same of janitors.

Nothing. If someone cares to go through the trouble of getting vetted again, they can obtain new credentials.

I have no clue how large the candidate pool for a large board can get. If the size is manageable, repeat offenders could be identified by their posting style.

If you try to get to the page and heliohost says the site has been suspended for inactivity (because I haven't logged into c-panel at least once a month), just enter the username, ``w5ch'' and click the renew button, or whatever it is. This isn't a problem because no one is using it, but just so you know.
