it's like 60% memespam and 40% hobby programmers bickering over languages people don't actually use
This ``ThinMint'' janitor apparently has contemptuous attitude towards people programming for a hobby. Presumably he codes for food in Jave or PHP and he is not really happy about that, so he is jealous of people coding languages they love.

Actually the `quotes' is a long running computing meme. They are used to discern opening quotes from closing ones. Notably Unix manpages employ them; for example "man man" command has following line
If you see blinking \255 or <AD> instead of hyphens, put `LESS-CHARSET=latin1' in your environment.
