Is web design a programing language?

I'm proficient at Dreamweaver's WYSIWYG view, but don't actually know any traditional programming languages as I just have the CSS and HTML generated by Dreamweaver automatically. Am I still able to refer to myself as a programmer?

New html is turing complete is it not? Don't really care anymore, web has turned into a complete joke.
