Is web design a programing language?

I'm proficient at Dreamweaver's WYSIWYG view, but don't actually know any traditional programming languages as I just have the CSS and HTML generated by Dreamweaver automatically. Am I still able to refer to myself as a programmer?

A decade ago nobody would believe web would hold so much power and develop so fast.
It was self-evident that JavaScript would be the central language of the future and HTML would be the platform.
I recall arguing on old /prog/ about it and they seem to be of opinion some magical lisp interpreter or another language would replace javascript. JavaScript is irreplaceable at this point with its reach and installed base. CSS is going the same way:expect CSS to become a defacto design language of the future. The future is web-centric apps and html-based design.
