Im pretty sure these are CIA, NSA, and other government or private companies. They will attach to your account so they can be hooked up to the big NSA and other places for special monitoring, though everyone is hooked up to the tracking system with fancy Sim game like stats they can view live and mobile apps for the special parties. They hope to get everyones vital signs in the there too soon with tracking and RFID, many already are be tracked via implant/food/pop and don't know it, undetectable tracking has been around for 20 years the freedom to do it has not.
