Yes and no, he funded the development of mosaic "the first internet browser" and the building of the first iteration of "the Information superhighway"

I was sort of thinking along these lines, it's all still very fuzzy though

basically like how the brain is divided into area's responsible for certain functions would be the different `peripheral' modules, but these might be in more of a star-like topology rather than being as mesh-like as the brain
