Parallax Scrolling

Why won't Parallax Scrolling die? There's nothing that discourages me from using a websight more than hijacking basic interaction mode. In that way, it is the same as right-clicks that open a popup with DO NOT STEAL

I thought parallax scrolling was something touted on the feature list for Major Stryker back in the day.

Web apps are essentially window managers+programs. Several mb of code that forces the browser ui to behave as app developer wants.
