Hypothetically speaking, what are the best countries for malware developers to live in? That means no extradition treaties with western countries such as the United States. Like if someone was operating a botnet or TDS or some shit for delivering ransomware or something.

I'm not a malware developer, I'm just interested in security research for purely academic reasons.
