What OS would he use? What about IDEs? What programming languages? What paradigms? What GUI frameworks? What kind of software would he make? What licenses would he use? How would he respond to pull requests on GitHub?

Thats what smart programmers do, they script out all drudge work and only fix bugs(the actual programming).
Of course unless they simulate some form of work, the management will think they don't do nuthin and will get them fired.
