Why are so many web shells PHP? Why aren't there Node, Rails, or Django equivalents? Or are there?

PHP was the most popular at the time when RFI and arbitrary upload vulnerabilities were the most common. a Node shell wouldn't be much help for you if there's no Node installed on the server, would it?

that said, I've seen ASP (classic and .NET) shells too.

Because a webshell is something only a PHP user would think it's a good idea.
