If they download FOSS stuff, then they agree to the license, and therefore became part of FOSS community. I.e. if it is GPL or CC-BY-SA, they must publish back all changes and keep track of original authors.

I.. don't think that this is how it works. Also, considering that they violate the license they clearly do not agree with it.
In FOSS projects you do not need to agree to licenses, unlike EULAs.
