it's like Tinder but your profile only gets approved once you submit updated STD testing that shows you have no STDs, and you have to continually get STD tests and submit that info in order to continue to use your account/profile in the app

Opiates bypass "rationality" of humans so something external must protect them from their use. That something is the law.
The pleasure of using opiate has a huge social cost and adds work to police/medicine.
The cost to prevent overdoses and combat drug-related crime is far more than immediate harm to a person.
