Also, IDA is relatively hard for modders to use. You can't just open an exe, modify few lines and save this mod back as say a dll. You have to use separate compiler/assembler. So despite there being millions of x86 programs, and billions of users, Russians managed to shrink their market to a few antivirus companies.

If you want to make decompiler, then make it easy to use (modify and save), create a community around it, allow people to share mappings and mods for various programs. Have a marketplace, where people could buy mods or hire skilled people to mod their software. Have various modding challenges to determine best modders.

Russians did nothing of that, basically overlooking billion of dollars market.
