Let’s for example take a look at numbers for Linux kernel. The article says that a re-development cost of Linux kernel 2.6.0 is $612 millions. The kernel consists of 5.9M lines of code. This gives us a cost per line equal to $103.

Imagine being paid $103 for a line of garbage wich is Linux source code!

obviously quality software, like MS Windows, costs far more per SLOC. Especially if it a huge piece of software, integrating multiple subsystems. Developing such software takes into account stuff like inter-project documentation and other personnel education. I.e. Linux's printf("shitpost!") is not the same as Window's Hello World Pro, printing the formatted HTML text in the user supplied font, also offering font editing support and internationalization - because chinks are stupid insects and cant learn English interface.
