The US paid a cash reward for every native american killed. As proof you were required to bring in the dead man's scalp, usually to the post office, to check its color. To avoid the killings of human beings counting as murder, the law stated that "the redskins" are subhuman rather than human. When you hear "not counting indians and chinamen" about Mad Dog Tannen's kill count in Back To The Future, this is what that refers to.

Note that the article shows cowardice on one point. It replaces "infiltrator" with "informant" nearly everywhere. These aren't people from the inside made to inform. They are people from the outside sent in to infiltrate the group and undermine it.
