Making a textboard

Did you ever make one? Which frameworks did (or would) you use? Did you program any unique features? Do you host it?

This. Not caring about the security of a boards users will lead to a 4chan tier website, where recaptcha helps google to log all posters.
If you make a forum, make it secure.
But please help me decide how to make it secure. Is C unironically the most secure option if I stick to a secure style and run it through a static analysis?
