So in the modern times hardware and the OEM supplied OS can't be trusted, while many devices block the means of alternative new OSes, or make the process very inconvenient with drivers frequently missing. Therefore it makes sense to move all the possible functionality into the userspace, leaving to the OEM and their affiliates no control over it.
