ChaosEsque Anthology can generate cities. The buildings all have interiors. The "building set" can be swapped or augmented with your own set of models (including level of detail models). The buildings that I've made for this project, for my own code, each have between 3 and 7 lod models so that they perform well enough on an integrated card. People at Illfonic and the rest of the opensource-cum-professionals don't want you to know this.
Old tech, when extended, works just as well as new. And if you have some artists: that building that looks like isometric 95: can look as good as your artist can make it.

"Codes of Conduct" and other additional writings, beyond the scope of the license, are used to wrest control away from the copyright holders (the programmers) in free software/opensource.
